Applying for a UK sponsor licence involves more than completing an online form. Employers must provide supporting evidence to show that their organisation is genuine, legally operating in the UK and able to meet its sponsor duties.

For most organisations, UK Visas and Immigration (UKVI) normally requires a minimum of four supporting documents or combinations of documents. However, the exact requirements depend on the type of organisation and the immigration route you are applying for.

Getting your documents ready before submitting the application can help avoid delays, missing information and the risk of having to submit a new application.

UKVI assesses whether the organisation:

  • Is a genuine organisation
  • Is legally operating or trading in the UK

  • Can sponsor workers in eligible roles
  • Understands and can comply with its sponsor duties

How Many Documents Do You Need for a Sponsor Licence Application?

Most organisations need to provide at least four documents or combinations of documents.

The four-document requirement is made up of:

  1. Mandatory documents for your organisation type
  2. Mandatory documents for the immigration route
  3. Additional supporting documents where needed to reach four

Some organisations may need more than four documents if their circumstances require additional mandatory evidence.

There are also organisations that may have different requirements and may not need to provide four documents.

Importantly, the four-document minimum does not mean every employer should simply choose four documents at random. The documents need to be relevant and meet the requirements in the sponsor guidance.

Sponsor Licence Application Documents Checklist

Use the following checklist as a starting point when preparing your application.

1. HMRC Registration Documents

Evidence of relevant HMRC registrations can be used as supporting evidence.

Depending on your organisation, this could include:

  • PAYE registration showing your employer or PAYE reference number and accounts office reference number
  • Corporation Tax registration evidence
  • VAT registration certificate or VAT registration number
  • Evidence relating to registration with HMRC as a self-employed person
  • Relevant partnership registration evidence

These documents can help demonstrate that your organisation is actively operating and has the appropriate tax registrations.

2. Financial or Accounting Information

You may provide:

  • Your most recent financial report
  • Your audited annual report
  • Your most recent annual accounts

Where relevant financial information is publicly available online, such as through Companies House, you can generally provide the relevant website details instead of sending a copy.

If audited accounts are legally required, they must meet the requirements set out in the sponsor guidance.

3. Business Bank Statements

Banking evidence can include:

  • Recent corporate or business bank statements
  • A letter from your bank or building society confirming the nature and duration of its dealings with your organisation

If you have been operating or trading in the UK for less than 18 months, specific bank evidence is mandatory. The statement must be from an eligible UK bank or building society and should be fully itemised and contain the institution’s official logo.

4. Employer’s Liability Insurance

Where relevant, you can provide evidence that your organisation has employer’s liability insurance cover of at least £5 million from an insurer authorised by the Financial Conduct Authority.

This can be used as one of the additional supporting documents where required.

5. Proof of Business Premises

Evidence of your business premises may include:

  • A lease agreement
  • Proof of ownership
  • Other evidence showing where your organisation operates

If you provide a lease agreement, it must be signed by all relevant parties.

This can be particularly useful where UKVI needs evidence of your organisation’s physical operating presence.

6. Evidence of Recent Business Activity

Employers may provide evidence showing that the organisation is actively trading or operating.

Examples include:

  • Client invoices
  • Contracts for services
  • Other evidence of recent business activity

The evidence should be relevant to the organisation and help demonstrate that the business is genuine and operating as stated in the application.

7. Relevant Regulatory or Licensing Evidence

Some organisations must be registered with, inspected by or licensed by a regulator or licensing authority to operate legally.

Examples can include organisations working in:

  • Adult social care
  • Financial services
  • Food businesses
  • Alcohol-related businesses
  • Education
  • Other regulated sectors

UKVI may be able to verify some registrations online. If the relevant regulator does not maintain an online public register, documentary evidence may be required.

For example, a regulated care provider in England may need to provide its CQC registration details. Employers applying to sponsor care workers or senior care workers in England must also provide specific information about their working locations, regulated activities and active CQC registration.

8. Franchise Agreement

If your organisation is a franchisee, you must provide the relevant franchise agreement or licence.

It must be signed by both:

  • The franchisee
  • The franchisor

This is a mandatory document for organisations applying as franchisees.

9. Charity Status Evidence

Charities have specific requirements.

If your charity is registered and appears on the relevant charity regulator’s public register under the same name used for the sponsor licence application, UKVI can normally check the registration online.

If the organisation is registered under a different name, additional evidence or an explanation may be required.

Different requirements can apply to exempt, excepted and other types of charities.

10. Evidence for Start-Up Businesses

Businesses that have been operating or trading in the UK for less than 18 months have additional requirements.

They must normally provide evidence of a corporate or business account with a UK bank or building society that meets the specified regulatory requirements.

The most recent statement should be:

  • Fully itemised
  • From an eligible bank or building society
  • Clearly identifiable as an official bank statement
  • Showing the relevant account information

There is an exception for certain organisations, including those applying under the UK Expansion Worker route.

Additional Information for Skilled Worker Sponsor Licence Applications

If you are applying for a Skilled Worker sponsor licence, there is an important distinction.

The required organisation and job information is in addition to the minimum four supporting documents.

You should provide information about your organisation, including:

  • Why you are applying for a sponsor licence
  • The sector or sectors in which you operate
  • Your normal opening or operating hours
  • A current hierarchy chart

If your organisation has 50 employees or fewer, you must also list all employees and their job titles.

Information About the Jobs You Intend to Fill

UKVI also requires information about current vacancies or jobs you intend to fill.

For each role, you should provide details such as:

  • Job title
  • Occupation code
  • Main duties
  • Position within the organisational hierarchy
  • Normal weekly working hours
  • Salary
  • Required skills
  • Required experience
  • Required qualifications

This helps UKVI understand the roles for which you intend to sponsor workers.

If You Have Already Identified a Worker

If you have already identified a worker and intend to assign them a Certificate of Sponsorship, you must explain how you identified them and provide relevant evidence.

You should also provide:

  • Full name
  • Date of birth
  • Nationality
  • Current immigration status, if they are already in the UK

If the person already works for your organisation, you must also provide their current job title and duties and copies of their last three months’ payslips, or all payslips if they have worked for you for less than three months.

Route-Specific Documents You May Need

The documents required can change depending on the immigration route.

UK Expansion Worker: A Different Document Requirement

The UK Expansion Worker route has particularly detailed evidence requirements.

Applicants generally need to provide evidence covering four areas:

  1. Their UK footprint
  2. Their qualifying link to an overseas business
  3. Their overseas trading presence
  4. Their planned expansion into the UK

For example, evidence of a UK footprint could include a Companies House reference number or evidence of a UK business premises lease or purchase.

Evidence of the overseas trading presence can include business bank statements, certified accounts, business registration evidence, constitutional documents and evidence of contracts or advertising.

The planned expansion evidence can include a UK business plan, projected expenditure and information about the jobs the organisation intends to fill.

How to Submit Your Sponsor Licence Documents

After completing your online sponsor licence application, UKVI generates a submission sheet.

The submission sheet tells you:

  • Which documents you need to provide
  • Where to send them
  • The required format for scanned or photographed documents

Your Authorising Officer must sign and date the declaration on the submission sheet.

You must send all pages of the submission sheet together with the required supporting documents and information to the email address specified on the sheet.

The 5-Day Deadline

This is one of the most important parts of the process.

You must send your submission sheet and supporting documents within 5 working days of submitting your online sponsor licence application.

Do not send documents by post unless UKVI specifically asks you to do so.

What Happens If Documents Are Missing?

Missing or incorrectly submitted documents can affect your application.

If mandatory documents are:

  • Not received within the required five working days
  • Incomplete
  • In the wrong format

your application can be rejected without being considered.

If other supporting documents are missing, UKVI may contact you and give you five working days to provide the requested information. If you fail to provide it within that period, your application can be refused and the application fee will not be refunded.

This is why preparing the documents before submitting the online application is a much safer approach.
